Panama

Panama is the most mechanically efficient retirement destination in the Americas. The pensionado program grants permanent residency immediately rather than after a probationary period, the threshold is a guaranteed lifetime pension of 1,000 dollars a month, and Law 6 of 1987 gives holders a legislated discount schedule that is unmatched anywhere: 25 percent off airline tickets, 30 to 50 percent off hotels depending on the day, 25 percent off restaurant meals, 20 percent off medical consultations and professional services, 15 percent off hospital bills, 20 percent off prescription medicines, and reductions on utilities and closing costs. Panama uses the U.S. dollar, which eliminates currency risk entirely, operates a territorial tax system that ignores foreign income, and has the best air connectivity in Central America through Tocumen. The trade-offs are heat, a rainy season that is genuinely wet, and a country whose interior infrastructure lags well behind Panama City.

Ecuador

Ecuador uses the U.S. dollar as its official currency, which removes exchange-rate risk entirely, and it sets its retirement visa threshold at three times the national minimum wage, which for 2026 is 1,446 dollars a month. Cuenca, a UNESCO colonial city at 2,500 metres with a mild spring climate, has been the single most recommended retirement city in Latin America for over a decade and has a large, organised American community. Ecuador also gives residents aged 65 and over a legislated package of benefits under its tercera edad law: reductions on utilities, public transport, air tickets and a refund of value-added tax. Set against that, security in Ecuador deteriorated significantly from 2023, particularly in Guayaquil and the coastal provinces, and this is the most important change to the picture in the last decade. The highland cities have been far less affected but the country-level statistics are worse than they were.

Panama or Ecuador: common questions

Is Panama or Ecuador cheaper to retire in?

Ecuador is cheaper. A couple living comfortably needs about $1,800 a month there, against $2,600 in the other, a difference of roughly 31 percent. That is a large enough gap to change what your income supports.

Which has the lower income requirement?

Panama, at $1,000 a month on the Pensionado (Retiree and Pensioner Permanent Residency), against $1,446 for the other. Remember that a visa threshold is what the government asks you to prove, not what you need to live on, and the two numbers are often very different.

Which is faster to get residency in?

Ecuador is typically faster: about 6 months for Panama and 4 months for Ecuador. In both cases the decision is rarely the slow part; appointment availability and document lead times are.

Do my documents need an apostille for both?

Yes. Both Panama and Ecuador are parties to the Hague Apostille Convention, so an apostille is the whole chain for each. Your FBI Identity History Summary still goes to the U.S. Department of State rather than a Secretary of State, because it is a federal record.

Which has better healthcare?

Panama scores higher, 7 against 6 out of 10. If you expect to need care, weight this above almost everything else on this page.
