Panama
Panama is the most mechanically efficient retirement destination in the Americas. The pensionado program grants permanent residency immediately rather than after a probationary period, the threshold is a guaranteed lifetime pension of 1,000 dollars a month, and Law 6 of 1987 gives holders a legislated discount schedule that is unmatched anywhere: 25 percent off airline tickets, 30 to 50 percent off hotels depending on the day, 25 percent off restaurant meals, 20 percent off medical consultations and professional services, 15 percent off hospital bills, 20 percent off prescription medicines, and reductions on utilities and closing costs. Panama uses the U.S. dollar, which eliminates currency risk entirely, operates a territorial tax system that ignores foreign income, and has the best air connectivity in Central America through Tocumen. The trade-offs are heat, a rainy season that is genuinely wet, and a country whose interior infrastructure lags well behind Panama City.
Chile
Chile has the strongest institutions, the best infrastructure and the highest income per head in South America, plus a central valley climate that is close to a mirror of coastal California. It is stable, orderly and safe by regional standards, though urban crime in Santiago has risen noticeably in recent years. The catch for prospective retirees is that Chile rewrote its immigration law in 2021 and 2022, and the practical effect is that you must now apply for a residence visa from outside Chile at a consulate. The old approach of entering as a tourist and converting inside the country was deliberately closed. There is no dedicated retirement category; retirees generally use the temporary residence visa for people with their own means, which is assessed on the sufficiency of income rather than against a published figure.
The real difference
- Panama has the lower income bar: $1,000 a month against $1,500.
- Panama uses or pegs to the U.S. dollar, so your income has no exchange-rate exposure there. The other does not.
Panama or Chile: common questions
Is Panama or Chile cheaper to retire in?
Panama is cheaper. A couple living comfortably needs about $2,600 a month there, against $2,700 in the other, a difference of roughly 4 percent. That gap is small enough that your choice of city inside either country will matter more than the country itself.
Which has the lower income requirement?
Panama, at $1,000 a month on the Pensionado (Retiree and Pensioner Permanent Residency), against $1,500 for the other. Remember that a visa threshold is what the government asks you to prove, not what you need to live on, and the two numbers are often very different.
Which is faster to get residency in?
Panama is typically faster: about 6 months for Panama and 8 months for Chile. In both cases the decision is rarely the slow part; appointment availability and document lead times are.
Do my documents need an apostille for both?
Yes. Both Panama and Chile are parties to the Hague Apostille Convention, so an apostille is the whole chain for each. Your FBI Identity History Summary still goes to the U.S. Department of State rather than a Secretary of State, because it is a federal record.
What about currency risk?
Panama uses or pegs to the U.S. dollar, so a dollar income carries no exchange-rate exposure there. The other does not, which means a move against you is a permanent cut in purchasing power that you cannot earn back on a fixed income. For a retiree this is worth more than it first appears.
Which has better healthcare?
Chile scores higher, 8 against 7 out of 10. If you expect to need care, weight this above almost everything else on this page.
