Panama is the most mechanically efficient retirement destination in the Americas. The pensionado program grants permanent residency immediately rather than after a probationary period, the threshold is a guaranteed lifetime pension of 1,000 dollars a month, and Law 6 of 1987 gives holders a legislated discount schedule that is unmatched anywhere: 25 percent off airline tickets, 30 to 50 percent off hotels depending on the day, 25 percent off restaurant meals, 20 percent off medical consultations and professional services, 15 percent off hospital bills, 20 percent off prescription medicines, and reductions on utilities and closing costs. Panama uses the U.S. dollar, which eliminates currency risk entirely, operates a territorial tax system that ignores foreign income, and has the best air connectivity in Central America through Tocumen. The trade-offs are heat, a rainy season that is genuinely wet, and a country whose interior infrastructure lags well behind Panama City.

The U.S. dollar is the currency. Your Social Security deposit buys exactly what it says, with no exchange-rate exposure at all.

What to weigh against it
The pension must be guaranteed for life and must come from a government, a military system, an international organisation or a regulated private company. Investment income and self-employment income do not qualify. This is stricter than it first appears.
Panama City is hot and humid year round, with a rainy season from roughly May to December that is genuinely heavy. The highland towns are the answer for people who cannot tolerate that, and there are not many of them.
The Friendly Nations visa, once the easy alternative, was substantially tightened in 2021 and now requires a 200,000 dollar property purchase or fixed-term deposit, or a genuine Panamanian job offer.
Outside Panama City, Boquete, Coronado and Bocas del Toro, infrastructure and healthcare thin out quickly.
A Panamanian attorney is required by law to file the application. You cannot do this yourself.

Law 6 of 1987 establishes a statutory schedule that applies nationwide: 25 percent off airline tickets, 50 percent off hotels Monday to Thursday and 30 percent Friday to Sunday, 25 percent off restaurant meals and 15 percent off fast food, 20 percent off medical consultations, 15 percent off hospital bills, 20 percent off prescription medicines, 20 percent off professional services, 25 percent off electricity and telephone up to a limit, and reductions on mortgage closing costs. These are legal rights, not promotions, and they are enforceable.
Does an IRA or 401(k) qualify as a pension?
Not on its own. Panama requires the pension to be guaranteed for life and to come from a government, an international organisation or a regulated private company. Social Security qualifies. A defined-benefit pension qualifies. An annuity purchased from an insurer generally qualifies. A drawdown from a retirement account that could be exhausted does not.
Do I need to live in Panama full time?
No. You need to enter Panama at least once every two years. This is by far the most relaxed presence requirement among the major retirement programs, and it is why a number of retirees hold Panamanian residency as a base or a backup while splitting time elsewhere.
Will I pay Panamanian tax on my Social Security?
No. Panama taxes only Panamanian-source income. Foreign pensions, Social Security, dividends and interest are outside the system entirely. You will still owe U.S. tax and still have to file U.S. returns.
Is the Friendly Nations visa still easy?
No, and a great deal of information online is out of date. Executive Decree 197 of 2021 rewrote the program. It now requires a 200,000 dollar property purchase, a 200,000 dollar three-year fixed deposit, or a genuine Panamanian employment contract with a work permit. If a source describes it as requiring only a small deposit and a lawyer, that source is describing the pre-2021 rules.
How bad is the climate really?
Panama City and the coasts are consistently hot and humid, and the rainy season is heavy rather than drizzly. People who cannot tolerate that go to Boquete, Volcán or Cerro Punta in the western highlands, where the climate is spring-like all year. There is no temperate coastal option, so this is a genuine trade-off rather than something you can plan around.

The expensive mistake: translating before the document is authenticated. The apostille or legalisation certificate is itself part of what the receiving government reads, so it has to be inside the translation. Do it the other way round and you pay for the same translation twice.
