Ecuador
Ecuador uses the U.S. dollar as its official currency, which removes exchange-rate risk entirely, and it sets its retirement visa threshold at three times the national minimum wage, which for 2026 is 1,446 dollars a month. Cuenca, a UNESCO colonial city at 2,500 metres with a mild spring climate, has been the single most recommended retirement city in Latin America for over a decade and has a large, organised American community. Ecuador also gives residents aged 65 and over a legislated package of benefits under its tercera edad law: reductions on utilities, public transport, air tickets and a refund of value-added tax. Set against that, security in Ecuador deteriorated significantly from 2023, particularly in Guayaquil and the coastal provinces, and this is the most important change to the picture in the last decade. The highland cities have been far less affected but the country-level statistics are worse than they were.
Costa Rica
Costa Rica invented the modern retirement visa. Its pensionado program asks for a guaranteed lifetime pension of just 1,000 dollars a month, one of the lowest thresholds anywhere in the world, and it has been running long enough that the supporting infrastructure of English-speaking lawyers, doctors, realtors and communities is fully mature. The country has no army, a stable democracy going back to 1949, the best public health system in Central America, and an environmental record that is genuinely exceptional. The counterweight is cost. Costa Rica is the most expensive country in Central America and has been getting more so; the colĂłn has been strong against the dollar, which is excellent for Costa Ricans and painful for retirees whose income is dollar-denominated. Budget more than you would for Panama, Colombia or Mexico, and treat the currency exposure as a real risk rather than a footnote.
The real difference
- Ecuador costs roughly 40 percent less per month for a couple living comfortably.
- Costa Rica has the lower income bar: $1,000 a month against $1,446.
- Ecuador uses or pegs to the U.S. dollar, so your income has no exchange-rate exposure there. The other does not.
- Costa Rica has materially stronger healthcare on our assessment, which matters more than any other line here if you expect to need it.
- Ecuador is substantially faster to residency: about 4 months against 14.
Ecuador or Costa Rica: common questions
Is Ecuador or Costa Rica cheaper to retire in?
Ecuador is cheaper. A couple living comfortably needs about $1,800 a month there, against $3,000 in the other, a difference of roughly 40 percent. That is a large enough gap to change what your income supports.
Which has the lower income requirement?
Costa Rica, at $1,000 a month on the Pensionado (Retiree Residency), against $1,446 for the other. Remember that a visa threshold is what the government asks you to prove, not what you need to live on, and the two numbers are often very different.
Which is faster to get residency in?
Ecuador is typically faster: about 4 months for Ecuador and 14 months for Costa Rica. In both cases the decision is rarely the slow part; appointment availability and document lead times are.
Do my documents need an apostille for both?
Yes. Both Ecuador and Costa Rica are parties to the Hague Apostille Convention, so an apostille is the whole chain for each. Your FBI Identity History Summary still goes to the U.S. Department of State rather than a Secretary of State, because it is a federal record.
What about currency risk?
Ecuador uses or pegs to the U.S. dollar, so a dollar income carries no exchange-rate exposure there. The other does not, which means a move against you is a permanent cut in purchasing power that you cannot earn back on a fixed income. For a retiree this is worth more than it first appears.
Which has better healthcare?
Costa Rica scores higher, 8 against 6 out of 10. If you expect to need care, weight this above almost everything else on this page.
