Ecuador
Ecuador uses the U.S. dollar as its official currency, which removes exchange-rate risk entirely, and it sets its retirement visa threshold at three times the national minimum wage, which for 2026 is 1,446 dollars a month. Cuenca, a UNESCO colonial city at 2,500 metres with a mild spring climate, has been the single most recommended retirement city in Latin America for over a decade and has a large, organised American community. Ecuador also gives residents aged 65 and over a legislated package of benefits under its tercera edad law: reductions on utilities, public transport, air tickets and a refund of value-added tax. Set against that, security in Ecuador deteriorated significantly from 2023, particularly in Guayaquil and the coastal provinces, and this is the most important change to the picture in the last decade. The highland cities have been far less affected but the country-level statistics are worse than they were.
Croatia
Croatia joined both the eurozone and the Schengen area in January 2023, which transformed it from a promising outsider into a fully integrated EU destination. It has one of the most beautiful coastlines in Europe, over a thousand islands, a Mediterranean climate on the Adriatic and a cost of living well below Italy or Spain. Its digital nomad visa is unusual in that holders are expressly exempt from Croatian income tax on their foreign earnings, which is rare. For a fully retired American the route is less obvious: Croatia does not run a dedicated retirement visa, so retirees generally use temporary residence on other grounds, most often property ownership or family connection, and the process is more bureaucratic than the Portuguese or Spanish equivalents.
The real difference
- Ecuador costs roughly 31 percent less per month for a couple living comfortably.
- Croatia has the lower income bar: $1,090 a month against $1,446.
- Ecuador uses or pegs to the U.S. dollar, so your income has no exchange-rate exposure there. The other does not.
- Ecuador is substantially faster to residency: about 4 months against 7.
Ecuador or Croatia: common questions
Is Ecuador or Croatia cheaper to retire in?
Ecuador is cheaper. A couple living comfortably needs about $1,800 a month there, against $2,600 in the other, a difference of roughly 31 percent. That is a large enough gap to change what your income supports.
Which has the lower income requirement?
Croatia, at $1,090 a month on the Temporary Residence (other purposes, including property ownership), against $1,446 for the other. Remember that a visa threshold is what the government asks you to prove, not what you need to live on, and the two numbers are often very different.
Which is faster to get residency in?
Ecuador is typically faster: about 4 months for Ecuador and 7 months for Croatia. In both cases the decision is rarely the slow part; appointment availability and document lead times are.
Do my documents need an apostille for both?
Yes. Both Ecuador and Croatia are parties to the Hague Apostille Convention, so an apostille is the whole chain for each. Your FBI Identity History Summary still goes to the U.S. Department of State rather than a Secretary of State, because it is a federal record.
What about currency risk?
Ecuador uses or pegs to the U.S. dollar, so a dollar income carries no exchange-rate exposure there. The other does not, which means a move against you is a permanent cut in purchasing power that you cannot earn back on a fixed income. For a retiree this is worth more than it first appears.
Which has better healthcare?
Croatia scores higher, 7 against 6 out of 10. If you expect to need care, weight this above almost everything else on this page.
