Panama

Panama is the most mechanically efficient retirement destination in the Americas. The pensionado program grants permanent residency immediately rather than after a probationary period, the threshold is a guaranteed lifetime pension of 1,000 dollars a month, and Law 6 of 1987 gives holders a legislated discount schedule that is unmatched anywhere: 25 percent off airline tickets, 30 to 50 percent off hotels depending on the day, 25 percent off restaurant meals, 20 percent off medical consultations and professional services, 15 percent off hospital bills, 20 percent off prescription medicines, and reductions on utilities and closing costs. Panama uses the U.S. dollar, which eliminates currency risk entirely, operates a territorial tax system that ignores foreign income, and has the best air connectivity in Central America through Tocumen. The trade-offs are heat, a rainy season that is genuinely wet, and a country whose interior infrastructure lags well behind Panama City.

Argentina

Buenos Aires is the most European city in the Americas: belle époque architecture, an extraordinary cafe and theatre culture, world-class beef and wine, and public hospitals that treat everyone including foreigners free of charge. For a dollar-earning retiree it can be astonishingly cheap. The problem is the reason it is cheap. Argentina has cycled through inflation crises, currency controls, multiple exchange rates and debt defaults for decades, and while the macroeconomic picture has changed substantially since 2024, planning a twenty-year retirement around Argentine monetary policy requires either a high tolerance for volatility or a deliberate strategy of holding assets outside the country. Argentina also offers one of the fastest naturalisation routes in the world at two years of residence.

The real difference

  • Argentina costs roughly 19 percent less per month for a couple living comfortably.
  • Panama has the lower income bar: $1,000 a month against $1,500.
  • Panama uses or pegs to the U.S. dollar, so your income has no exchange-rate exposure there. The other does not.
  • Panama is substantially faster to residency: about 6 months against 9.

Panama or Argentina: common questions

Is Panama or Argentina cheaper to retire in?

Argentina is cheaper. A couple living comfortably needs about $2,100 a month there, against $2,600 in the other, a difference of roughly 19 percent. That is a large enough gap to change what your income supports.

Which has the lower income requirement?

Panama, at $1,000 a month on the Pensionado (Retiree and Pensioner Permanent Residency), against $1,500 for the other. Remember that a visa threshold is what the government asks you to prove, not what you need to live on, and the two numbers are often very different.

Which is faster to get residency in?

Panama is typically faster: about 6 months for Panama and 9 months for Argentina. In both cases the decision is rarely the slow part; appointment availability and document lead times are.

Do my documents need an apostille for both?

Yes. Both Panama and Argentina are parties to the Hague Apostille Convention, so an apostille is the whole chain for each. Your FBI Identity History Summary still goes to the U.S. Department of State rather than a Secretary of State, because it is a federal record.

What about currency risk?

Panama uses or pegs to the U.S. dollar, so a dollar income carries no exchange-rate exposure there. The other does not, which means a move against you is a permanent cut in purchasing power that you cannot earn back on a fixed income. For a retiree this is worth more than it first appears.

Which has better healthcare?

They score similarly on our assessment, 7 and 7 out of 10. At that point the deciding factor is not the country but the distance from where you would actually live to a hospital that can handle something serious.
