Belize
Belize is the only country in Central America where English is the official language, and its Qualified Retired Persons program is built around a simple proposition: show 2,000 dollars a month of foreign income from age 40, and receive a residence status that exempts you from Belizean tax on all foreign income, allows duty-free import of household goods and a vehicle, and requires only one month of presence per year. The Belize dollar has been pegged at two to one against the U.S. dollar for decades, which removes exchange-rate risk. The trade-offs are real: Belize is a very small country of under half a million people, healthcare is limited and serious cases go to Mexico, Guatemala or the United States, and it has one of the higher homicide rates in the region, concentrated in specific areas of Belize City.
Ecuador
Ecuador uses the U.S. dollar as its official currency, which removes exchange-rate risk entirely, and it sets its retirement visa threshold at three times the national minimum wage, which for 2026 is 1,446 dollars a month. Cuenca, a UNESCO colonial city at 2,500 metres with a mild spring climate, has been the single most recommended retirement city in Latin America for over a decade and has a large, organised American community. Ecuador also gives residents aged 65 and over a legislated package of benefits under its tercera edad law: reductions on utilities, public transport, air tickets and a refund of value-added tax. Set against that, security in Ecuador deteriorated significantly from 2023, particularly in Guayaquil and the coastal provinces, and this is the most important change to the picture in the last decade. The highland cities have been far less affected but the country-level statistics are worse than they were.
