Belize

Belize is the only country in Central America where English is the official language, and its Qualified Retired Persons program is built around a simple proposition: show 2,000 dollars a month of foreign income from age 40, and receive a residence status that exempts you from Belizean tax on all foreign income, allows duty-free import of household goods and a vehicle, and requires only one month of presence per year. The Belize dollar has been pegged at two to one against the U.S. dollar for decades, which removes exchange-rate risk. The trade-offs are real: Belize is a very small country of under half a million people, healthcare is limited and serious cases go to Mexico, Guatemala or the United States, and it has one of the higher homicide rates in the region, concentrated in specific areas of Belize City.

Croatia

Croatia joined both the eurozone and the Schengen area in January 2023, which transformed it from a promising outsider into a fully integrated EU destination. It has one of the most beautiful coastlines in Europe, over a thousand islands, a Mediterranean climate on the Adriatic and a cost of living well below Italy or Spain. Its digital nomad visa is unusual in that holders are expressly exempt from Croatian income tax on their foreign earnings, which is rare. For a fully retired American the route is less obvious: Croatia does not run a dedicated retirement visa, so retirees generally use temporary residence on other grounds, most often property ownership or family connection, and the process is more bureaucratic than the Portuguese or Spanish equivalents.

The real difference

  • Croatia has the lower income bar: $1,090 a month against $2,000.
  • Croatia has materially stronger healthcare on our assessment, which matters more than any other line here if you expect to need it.
  • Belize is substantially faster to residency: about 4 months against 7.

Belize or Croatia: common questions

Is Belize or Croatia cheaper to retire in?

Croatia is cheaper. A couple living comfortably needs about $2,600 a month there, against $2,600 in the other, a difference of roughly 0 percent. That gap is small enough that your choice of city inside either country will matter more than the country itself.

Which has the lower income requirement?

Croatia, at $1,090 a month on the Temporary Residence (other purposes, including property ownership), against $2,000 for the other. Remember that a visa threshold is what the government asks you to prove, not what you need to live on, and the two numbers are often very different.

Which is faster to get residency in?

Belize is typically faster: about 4 months for Belize and 7 months for Croatia. In both cases the decision is rarely the slow part; appointment availability and document lead times are.

Do my documents need an apostille for both?

Yes. Both Belize and Croatia are parties to the Hague Apostille Convention, so an apostille is the whole chain for each. Your FBI Identity History Summary still goes to the U.S. Department of State rather than a Secretary of State, because it is a federal record.

Which has better healthcare?

Croatia scores higher, 7 against 3 out of 10. If you expect to need care, weight this above almost everything else on this page.
