Belize

Belize is the only country in Central America where English is the official language, and its Qualified Retired Persons program is built around a simple proposition: show 2,000 dollars a month of foreign income from age 40, and receive a residence status that exempts you from Belizean tax on all foreign income, allows duty-free import of household goods and a vehicle, and requires only one month of presence per year. The Belize dollar has been pegged at two to one against the U.S. dollar for decades, which removes exchange-rate risk. The trade-offs are real: Belize is a very small country of under half a million people, healthcare is limited and serious cases go to Mexico, Guatemala or the United States, and it has one of the higher homicide rates in the region, concentrated in specific areas of Belize City.

Costa Rica

Costa Rica invented the modern retirement visa. Its pensionado program asks for a guaranteed lifetime pension of just 1,000 dollars a month, one of the lowest thresholds anywhere in the world, and it has been running long enough that the supporting infrastructure of English-speaking lawyers, doctors, realtors and communities is fully mature. The country has no army, a stable democracy going back to 1949, the best public health system in Central America, and an environmental record that is genuinely exceptional. The counterweight is cost. Costa Rica is the most expensive country in Central America and has been getting more so; the colĂłn has been strong against the dollar, which is excellent for Costa Ricans and painful for retirees whose income is dollar-denominated. Budget more than you would for Panama, Colombia or Mexico, and treat the currency exposure as a real risk rather than a footnote.

  • Costa Rica has materially stronger healthcare on our assessment, which matters more than any other line here if you expect to need it.
  • Belize is substantially faster to residency: about 4 months against 14.

Belize or Costa Rica: common questions

Is Belize or Costa Rica cheaper to retire in?

Belize is cheaper. A couple living comfortably needs about $2,600 a month there, against $3,000 in the other, a difference of roughly 13 percent. That is a large enough gap to change what your income supports.

Which has the lower income requirement?

Costa Rica, at $1,000 a month on the Pensionado (Retiree Residency), against $2,000 for the other. Remember that a visa threshold is what the government asks you to prove, not what you need to live on, and the two numbers are often very different.

Which is faster to get residency in?

Belize is typically faster: about 4 months for Belize and 14 months for Costa Rica. In both cases the decision is rarely the slow part; appointment availability and document lead times are.

Do my documents need an apostille for both?

Yes. Both Belize and Costa Rica are parties to the Hague Apostille Convention, so an apostille is the whole chain for each. Your FBI Identity History Summary still goes to the U.S. Department of State rather than a Secretary of State, because it is a federal record.

Which has better healthcare?

Costa Rica scores higher, 8 against 3 out of 10. If you expect to need care, weight this above almost everything else on this page.
