Cyprus

Cyprus combines things that rarely appear together: European Union membership, a Mediterranean climate with roughly 340 sunny days a year, English spoken almost universally as a legacy of British administration, and a tax regime that is exceptionally favourable to foreign retirees. Non-domiciled residents pay no tax on dividends or interest anywhere in the world, and foreign pension income can be elected to be taxed at a flat 5 percent above a generous exempt threshold. The Category F permanent residence permit for people with sufficient foreign income is straightforward. The considerations are the division of the island, which is a live political situation, very hot dry summers with water scarcity, and a healthcare system that is good but small.

Belize

Belize is the only country in Central America where English is the official language, and its Qualified Retired Persons program is built around a simple proposition: show 2,000 dollars a month of foreign income from age 40, and receive a residence status that exempts you from Belizean tax on all foreign income, allows duty-free import of household goods and a vehicle, and requires only one month of presence per year. The Belize dollar has been pegged at two to one against the U.S. dollar for decades, which removes exchange-rate risk. The trade-offs are real: Belize is a very small country of under half a million people, healthcare is limited and serious cases go to Mexico, Guatemala or the United States, and it has one of the higher homicide rates in the region, concentrated in specific areas of Belize City.

The real difference

  • Cyprus has the lower income bar: $872 a month against $2,000.
  • Cyprus has materially stronger healthcare on our assessment, which matters more than any other line here if you expect to need it.
  • Belize is substantially faster to residency: about 4 months against 12.

Cyprus or Belize: common questions

Is Cyprus or Belize cheaper to retire in?

Belize is cheaper. A couple living comfortably needs about $2,600 a month there, against $2,900 in the other, a difference of roughly 10 percent. That gap is small enough that your choice of city inside either country will matter more than the country itself.

Which has the lower income requirement?

Cyprus, at $872 a month on the Category F Permanent Residence (persons of independent means), against $2,000 for the other. Remember that a visa threshold is what the government asks you to prove, not what you need to live on, and the two numbers are often very different.

Which is faster to get residency in?

Belize is typically faster: about 12 months for Cyprus and 4 months for Belize. In both cases the decision is rarely the slow part; appointment availability and document lead times are.

Do my documents need an apostille for both?

Yes. Both Cyprus and Belize are parties to the Hague Apostille Convention, so an apostille is the whole chain for each. Your FBI Identity History Summary still goes to the U.S. Department of State rather than a Secretary of State, because it is a federal record.

Which has better healthcare?

Cyprus scores higher, 7 against 3 out of 10. If you expect to need care, weight this above almost everything else on this page.
