Cyprus combines things that rarely appear together: European Union membership, a Mediterranean climate with roughly 340 sunny days a year, English spoken almost universally as a legacy of British administration, and a tax regime that is exceptionally favourable to foreign retirees. Non-domiciled residents pay no tax on dividends or interest anywhere in the world, and foreign pension income can be elected to be taxed at a flat 5 percent above a generous exempt threshold. The Category F permanent residence permit for people with sufficient foreign income is straightforward. The considerations are the division of the island, which is a live political situation, very hot dry summers with water scarcity, and a healthcare system that is good but small.

Cyprus drives on the left and its road safety record is poor by EU standards.

An individual who becomes Cyprus tax resident but is not domiciled in Cyprus pays no Cypriot tax on dividends or interest from anywhere in the world, for up to seventeen years. Combined with no wealth tax, no inheritance tax and the option to tax foreign pension income at a flat 5 percent above an exempt threshold, it makes Cyprus one of the most efficient places in the EU for a retiree with an investment portfolio. It has to be claimed and it should be set up with Cypriot advice.
What about the divided island?
The northern third of Cyprus has been under Turkish control since 1974 and is not recognised internationally except by Turkey. The Republic of Cyprus, which is the EU member state, controls the south. Property in the north frequently sits on land whose Greek Cypriot owners have unresolved claims, and this has produced litigation in European courts. Buy in the Republic, and take legal advice on title regardless.
How hot is it really?
Nicosia regularly exceeds 40 degrees Celsius in July and August and the island has around 340 sunny days a year. The coast at Paphos and Limassol is more moderate because of sea breezes, and the Troodos mountains are cool enough to snow in winter. Air conditioning is not optional in summer and electricity is expensive, so budget for it.

The expensive mistake: translating before the document is authenticated. The apostille or legalisation certificate is itself part of what the receiving government reads, so it has to be inside the translation. Do it the other way round and you pay for the same translation twice.
