Cyprus

Cyprus combines things that rarely appear together: European Union membership, a Mediterranean climate with roughly 340 sunny days a year, English spoken almost universally as a legacy of British administration, and a tax regime that is exceptionally favourable to foreign retirees. Non-domiciled residents pay no tax on dividends or interest anywhere in the world, and foreign pension income can be elected to be taxed at a flat 5 percent above a generous exempt threshold. The Category F permanent residence permit for people with sufficient foreign income is straightforward. The considerations are the division of the island, which is a live political situation, very hot dry summers with water scarcity, and a healthcare system that is good but small.

Chile

Chile has the strongest institutions, the best infrastructure and the highest income per head in South America, plus a central valley climate that is close to a mirror of coastal California. It is stable, orderly and safe by regional standards, though urban crime in Santiago has risen noticeably in recent years. The catch for prospective retirees is that Chile rewrote its immigration law in 2021 and 2022, and the practical effect is that you must now apply for a residence visa from outside Chile at a consulate. The old approach of entering as a tourist and converting inside the country was deliberately closed. There is no dedicated retirement category; retirees generally use the temporary residence visa for people with their own means, which is assessed on the sufficiency of income rather than against a published figure.

The real difference

  • Cyprus has the lower income bar: $872 a month against $1,500.
  • Chile is substantially faster to residency: about 8 months against 12.

Cyprus or Chile: common questions

Is Cyprus or Chile cheaper to retire in?

Chile is cheaper. A couple living comfortably needs about $2,700 a month there, against $2,900 in the other, a difference of roughly 7 percent. That gap is small enough that your choice of city inside either country will matter more than the country itself.

Which has the lower income requirement?

Cyprus, at $872 a month on the Category F Permanent Residence (persons of independent means), against $1,500 for the other. Remember that a visa threshold is what the government asks you to prove, not what you need to live on, and the two numbers are often very different.

Which is faster to get residency in?

Chile is typically faster: about 12 months for Cyprus and 8 months for Chile. In both cases the decision is rarely the slow part; appointment availability and document lead times are.

Do my documents need an apostille for both?

Yes. Both Cyprus and Chile are parties to the Hague Apostille Convention, so an apostille is the whole chain for each. Your FBI Identity History Summary still goes to the U.S. Department of State rather than a Secretary of State, because it is a federal record.

Which has better healthcare?

Chile scores higher, 8 against 7 out of 10. If you expect to need care, weight this above almost everything else on this page.
