Dominican Republic

The Dominican Republic runs the quickest retirement residency in the Americas. Under Law 171-07 a pensionado with 1,500 dollars a month of pension income is fast-tracked to permanent residency, commonly in a couple of months rather than the year or more that Costa Rica or Uruguay take. The law also grants a package of exemptions: on import duty for household goods and a vehicle, on property transfer tax, on the tax on dividends and interest from Dominican sources, and partial relief on property tax. It is Caribbean, so it is warm year round, it is two and a half hours from Miami, and the north coast around SosĂşa and Cabarete has hosted a foreign community for forty years. The trade-offs are hurricane exposure, infrastructure that includes frequent power interruptions outside the resort areas, and healthcare that is good in Santo Domingo and Santiago and limited elsewhere.

Ecuador

Ecuador uses the U.S. dollar as its official currency, which removes exchange-rate risk entirely, and it sets its retirement visa threshold at three times the national minimum wage, which for 2026 is 1,446 dollars a month. Cuenca, a UNESCO colonial city at 2,500 metres with a mild spring climate, has been the single most recommended retirement city in Latin America for over a decade and has a large, organised American community. Ecuador also gives residents aged 65 and over a legislated package of benefits under its tercera edad law: reductions on utilities, public transport, air tickets and a refund of value-added tax. Set against that, security in Ecuador deteriorated significantly from 2023, particularly in Guayaquil and the coastal provinces, and this is the most important change to the picture in the last decade. The highland cities have been far less affected but the country-level statistics are worse than they were.

The real difference

  • Ecuador costs roughly 14 percent less per month for a couple living comfortably.
  • Ecuador uses or pegs to the U.S. dollar, so your income has no exchange-rate exposure there. The other does not.

Dominican Republic or Ecuador: common questions

Is Dominican Republic or Ecuador cheaper to retire in?

Ecuador is cheaper. A couple living comfortably needs about $1,800 a month there, against $2,100 in the other, a difference of roughly 14 percent. That is a large enough gap to change what your income supports.

Which has the lower income requirement?

Ecuador, at $1,446 a month on the Temporary Resident Visa: Pensioner (Jubilado), against $1,500 for the other. Remember that a visa threshold is what the government asks you to prove, not what you need to live on, and the two numbers are often very different.

Which is faster to get residency in?

Ecuador is typically faster: about 4 months for Dominican Republic and 4 months for Ecuador. In both cases the decision is rarely the slow part; appointment availability and document lead times are.

Do my documents need an apostille for both?

Yes. Both Dominican Republic and Ecuador are parties to the Hague Apostille Convention, so an apostille is the whole chain for each. Your FBI Identity History Summary still goes to the U.S. Department of State rather than a Secretary of State, because it is a federal record.

What about currency risk?

Ecuador uses or pegs to the U.S. dollar, so a dollar income carries no exchange-rate exposure there. The other does not, which means a move against you is a permanent cut in purchasing power that you cannot earn back on a fixed income. For a retiree this is worth more than it first appears.

Which has better healthcare?

Ecuador scores higher, 6 against 5 out of 10. If you expect to need care, weight this above almost everything else on this page.
