Philippines

The Philippines runs the most generous retirement visa in Asia. The Special Resident Retiree Visa gives indefinite permanent residence in exchange for a bank deposit that can be as little as 15,000 dollars for an applicant over 50 with a pension, and the deposit can later be converted into a property investment. English is an official language and is used in government, medicine, business and education, which makes daily life easier than anywhere else in Asia except Malaysia. The Philippines is also the destination with the deepest historical and family connections to the United States. Against that: healthcare quality outside Metro Manila and Cebu is limited, typhoons are a genuine annual planning factor, and infrastructure outside the main cities is poor. The SRRV was restructured in September 2025, lowering the minimum age to 40 and reshaping the deposit tiers.

Croatia

Croatia joined both the eurozone and the Schengen area in January 2023, which transformed it from a promising outsider into a fully integrated EU destination. It has one of the most beautiful coastlines in Europe, over a thousand islands, a Mediterranean climate on the Adriatic and a cost of living well below Italy or Spain. Its digital nomad visa is unusual in that holders are expressly exempt from Croatian income tax on their foreign earnings, which is rare. For a fully retired American the route is less obvious: Croatia does not run a dedicated retirement visa, so retirees generally use temporary residence on other grounds, most often property ownership or family connection, and the process is more bureaucratic than the Portuguese or Spanish equivalents.

The real difference

  • Philippines costs roughly 31 percent less per month for a couple living comfortably.
  • Croatia has materially stronger healthcare on our assessment, which matters more than any other line here if you expect to need it.
  • Philippines is substantially faster to residency: about 3 months against 7.

Philippines or Croatia: common questions

Is Philippines or Croatia cheaper to retire in?

Philippines is cheaper. A couple living comfortably needs about $1,800 a month there, against $2,600 in the other, a difference of roughly 31 percent. That is a large enough gap to change what your income supports.

Which has the lower income requirement?

Philippines, at $800 a month on the Special Resident Retiree Visa (SRRV) Classic, against $1,090 for the other. Remember that a visa threshold is what the government asks you to prove, not what you need to live on, and the two numbers are often very different.

Which is faster to get residency in?

Philippines is typically faster: about 3 months for Philippines and 7 months for Croatia. In both cases the decision is rarely the slow part; appointment availability and document lead times are.

Do my documents need an apostille for both?

Yes. Both Philippines and Croatia are parties to the Hague Apostille Convention, so an apostille is the whole chain for each. Your FBI Identity History Summary still goes to the U.S. Department of State rather than a Secretary of State, because it is a federal record.

Which has better healthcare?

Croatia scores higher, 7 against 5 out of 10. If you expect to need care, weight this above almost everything else on this page.
