Malaysia
Malaysia is the easiest country in Asia for an American to live in day to day, because English is a working language of business, medicine, law and daily life. Penang and Kuala Lumpur have excellent private hospitals at Thai-level prices, the food is extraordinary, the infrastructure is modern, and Malaysia has never had a serious natural disaster or political violence problem. What changed is the price of admission. The Malaysia My Second Home program was suspended, restructured, and then restructured again into a four-tier system where even the entry Silver tier requires a fixed deposit of 150,000 U.S. dollars. The state of Sarawak on Borneo runs its own separate and considerably more accessible program. For a retiree who can meet the financial test, Malaysia offers a quality of life that is hard to match at the price; for one who cannot, the mainland program is now out of reach.
Philippines
The Philippines runs the most generous retirement visa in Asia. The Special Resident Retiree Visa gives indefinite permanent residence in exchange for a bank deposit that can be as little as 15,000 dollars for an applicant over 50 with a pension, and the deposit can later be converted into a property investment. English is an official language and is used in government, medicine, business and education, which makes daily life easier than anywhere else in Asia except Malaysia. The Philippines is also the destination with the deepest historical and family connections to the United States. Against that: healthcare quality outside Metro Manila and Cebu is limited, typhoons are a genuine annual planning factor, and infrastructure outside the main cities is poor. The SRRV was restructured in September 2025, lowering the minimum age to 40 and reshaping the deposit tiers.
The real difference
- Philippines costs roughly 18 percent less per month for a couple living comfortably.
- Philippines has the lower income bar: $800 a month against $2,200.
- Malaysia is not a Hague Apostille Convention member, so your documents need full embassy legalisation rather than an apostille. That adds weeks and cost.
- Malaysia has materially stronger healthcare on our assessment, which matters more than any other line here if you expect to need it.
- Philippines is substantially faster to residency: about 3 months against 8.
Malaysia or Philippines: common questions
Is Malaysia or Philippines cheaper to retire in?
Philippines is cheaper. A couple living comfortably needs about $1,800 a month there, against $2,200 in the other, a difference of roughly 18 percent. That is a large enough gap to change what your income supports.
Which has the lower income requirement?
Philippines, at $800 a month on the Special Resident Retiree Visa (SRRV) Classic, against $2,200 for the other. Remember that a visa threshold is what the government asks you to prove, not what you need to live on, and the two numbers are often very different.
Which is faster to get residency in?
Philippines is typically faster: about 8 months for Malaysia and 3 months for Philippines. In both cases the decision is rarely the slow part; appointment availability and document lead times are.
Do my documents need an apostille for both?
They differ, and this is a real practical difference. Philippines takes an apostille, while Malaysia requires full embassy legalisation.
Which has better healthcare?
Malaysia scores higher, 8 against 5 out of 10. If you expect to need care, weight this above almost everything else on this page.
