Penang and Kuala Lumpur have excellent private hospitals at Thai-level prices, the food is extraordinary, the infrastructure is modern, and Malaysia has never had a serious natural disaster or political violence problem. What changed is the price of admission. The Malaysia My Second Home program was suspended, restructured, and then restructured again into a four-tier system where even the entry Silver tier requires a fixed deposit of 150,000 U.S. dollars. The state of Sarawak on Borneo runs its own separate and considerably more accessible program. For a retiree who can meet the financial test, Malaysia offers a quality of life that is hard to match at the price; for one who cannot, the mainland program is now out of reach.

Belize

Belize is the only country in Central America where English is the official language, and its Qualified Retired Persons program is built around a simple proposition: show 2,000 dollars a month of foreign income from age 40, and receive a residence status that exempts you from Belizean tax on all foreign income, allows duty-free import of household goods and a vehicle, and requires only one month of presence per year. The Belize dollar has been pegged at two to one against the U.S. dollar for decades, which removes exchange-rate risk. The trade-offs are real: Belize is a very small country of under half a million people, healthcare is limited and serious cases go to Mexico, Guatemala or the United States, and it has one of the higher homicide rates in the region, concentrated in specific areas of Belize City.
