Malaysia is the easiest country in Asia for an American to live in day to day, because English is a working language of business, medicine, law and daily life. Penang and Kuala Lumpur have excellent private hospitals at Thai-level prices, the food is extraordinary, the infrastructure is modern, and Malaysia has never had a serious natural disaster or political violence problem. What changed is the price of admission. The Malaysia My Second Home program was suspended, restructured, and then restructured again into a four-tier system where even the entry Silver tier requires a fixed deposit of 150,000 U.S. dollars. The state of Sarawak on Borneo runs its own separate and considerably more accessible program. For a retiree who can meet the financial test, Malaysia offers a quality of life that is hard to match at the price; for one who cannot, the mainland program is now out of reach.
Brazil
Brazil grants a retirement visa, the VITEM XIV, on proof of 2,000 U.S. dollars a month of pension income plus 400 dollars for each dependant. That is a low bar for a country with world-class private hospitals in São Paulo, a coastline longer than the continental United States, and a currency that has been persistently weak against the dollar. The catch is that Brazil requires you to transfer the pension into a Brazilian bank account each month as an ongoing condition, which exposes the full amount to the exchange rate and to Brazilian financial reporting. Language is a genuine barrier: Portuguese is essential and English proficiency is low. Security requires the same neighbourhood-level judgement as Colombia. For the right person Brazil is extraordinary value; it is not a soft landing.
