Italy offers something no other European country does: a 7 percent flat tax on all foreign-source income, including pensions, for retirees who move their tax residence to a town of fewer than 20,000 people in one of eight southern regions, available for nine tax years. For an American with a substantial pension that is a decisive financial advantage, and it exists precisely to repopulate the Mezzogiorno. The route in is the elective residence visa, which requires passive income of roughly 31,000 to 32,000 euros a year for a single applicant, a registered lease or property deed before you apply, and an absolute prohibition on work of any kind, including remote work. Italy is also the country where the largest number of Americans have a citizenship claim by descent, although that route was sharply narrowed in 2025. Set against all of this is Italian bureaucracy, which is slower and more variable than anywhere else in Western Europe, and a language barrier that is real outside the major cities.

Belize

Belize is the only country in Central America where English is the official language, and its Qualified Retired Persons program is built around a simple proposition: show 2,000 dollars a month of foreign income from age 40, and receive a residence status that exempts you from Belizean tax on all foreign income, allows duty-free import of household goods and a vehicle, and requires only one month of presence per year. The Belize dollar has been pegged at two to one against the U.S. dollar for decades, which removes exchange-rate risk. The trade-offs are real: Belize is a very small country of under half a million people, healthcare is limited and serious cases go to Mexico, Guatemala or the United States, and it has one of the higher homicide rates in the region, concentrated in specific areas of Belize City.
