Portugal

Portugal has been the most popular European destination for American retirees for a decade, and the reasons hold up: a genuinely low income threshold tied to the national minimum wage, a clear five-year path to permanent residence and citizenship, a public health service that legal residents can join, high English proficiency in the cities, and a cost of living that is still the lowest in Western Europe. What has changed is the queue. The immigration agency AIMA inherited a very large backlog when it replaced SEF, and the realistic timeline from first consular appointment to residence card in hand is now measured in many months rather than weeks. Portugal also ended the original non-habitual resident tax regime for new arrivals and replaced it with a narrower incentive aimed at scientific and technical work, which does not help a retiree. Plan for the paperwork to be slow and for the tax position to be ordinary, and Portugal remains an excellent choice.

Cyprus

Cyprus combines things that rarely appear together: European Union membership, a Mediterranean climate with roughly 340 sunny days a year, English spoken almost universally as a legacy of British administration, and a tax regime that is exceptionally favourable to foreign retirees. Non-domiciled residents pay no tax on dividends or interest anywhere in the world, and foreign pension income can be elected to be taxed at a flat 5 percent above a generous exempt threshold. The Category F permanent residence permit for people with sufficient foreign income is straightforward. The considerations are the division of the island, which is a live political situation, very hot dry summers with water scarcity, and a healthcare system that is good but small.

The real difference

  • On the measures we track these two are unusually close. The deciding factors are likely to be language, climate and where you already know people.

Portugal or Cyprus: common questions

Is Portugal or Cyprus cheaper to retire in?

Cyprus is cheaper. A couple living comfortably needs about $2,900 a month there, against $3,000 in the other, a difference of roughly 3 percent. That gap is small enough that your choice of city inside either country will matter more than the country itself.

Which has the lower income requirement?

Cyprus, at $872 a month on the Category F Permanent Residence (persons of independent means), against $1,003 for the other. Remember that a visa threshold is what the government asks you to prove, not what you need to live on, and the two numbers are often very different.

Which is faster to get residency in?

Cyprus is typically faster: about 12 months for Portugal and 12 months for Cyprus. In both cases the decision is rarely the slow part; appointment availability and document lead times are.

Do my documents need an apostille for both?

Yes. Both Portugal and Cyprus are parties to the Hague Apostille Convention, so an apostille is the whole chain for each. Your FBI Identity History Summary still goes to the U.S. Department of State rather than a Secretary of State, because it is a federal record.

Which has better healthcare?

Portugal scores higher, 8 against 7 out of 10. If you expect to need care, weight this above almost everything else on this page.
