Malta

Malta is the only country in the European Union where English is an official language, which removes the single largest obstacle Americans face in Portugal, Spain, Italy or France. It runs the Malta Retirement Programme specifically for foreign pensioners, taxing foreign pension income remitted to Malta at a flat 15 percent with a minimum annual charge, and it has a separate residence programme for non-pensioners. The island is small, sunny for most of the year, safe, and its healthcare system is well regarded. The trade-offs are those of a very small place: it is densely populated, property is expensive relative to income, traffic is bad, water and open space are limited, and the summers are intensely hot. Malta suits retirees who value English-speaking EU residence and predictable tax treatment above space and variety.

Chile

Chile has the strongest institutions, the best infrastructure and the highest income per head in South America, plus a central valley climate that is close to a mirror of coastal California. It is stable, orderly and safe by regional standards, though urban crime in Santiago has risen noticeably in recent years. The catch for prospective retirees is that Chile rewrote its immigration law in 2021 and 2022, and the practical effect is that you must now apply for a residence visa from outside Chile at a consulate. The old approach of entering as a tourist and converting inside the country was deliberately closed. There is no dedicated retirement category; retirees generally use the temporary residence visa for people with their own means, which is assessed on the sufficiency of income rather than against a published figure.

The real difference

  • Chile costs roughly 16 percent less per month for a couple living comfortably.

Malta or Chile: common questions

Is Malta or Chile cheaper to retire in?

Chile is cheaper. A couple living comfortably needs about $2,700 a month there, against $3,200 in the other, a difference of roughly 16 percent. That is a large enough gap to change what your income supports.

Which is faster to get residency in?

Chile is typically faster: about 8 months for Malta and 8 months for Chile. In both cases the decision is rarely the slow part; appointment availability and document lead times are.

Do my documents need an apostille for both?

Yes. Both Malta and Chile are parties to the Hague Apostille Convention, so an apostille is the whole chain for each. Your FBI Identity History Summary still goes to the U.S. Department of State rather than a Secretary of State, because it is a federal record.

Which has better healthcare?

They score similarly on our assessment, 8 and 8 out of 10. At that point the deciding factor is not the country but the distance from where you would actually live to a hospital that can handle something serious.
