Questions people actually ask about Malta

Is Malta really English-speaking?

Yes, genuinely. English is one of the two official languages, court proceedings and legislation are in English, hospitals operate in English, and there is no bureaucratic process you will face that requires Maltese. It is the only EU member state where this is true, and for an American it removes the largest single friction point in European residence.

How does the 15 percent tax work?

Under the Malta Retirement Programme, foreign pension income that you remit into Malta is taxed at a flat 15 percent, subject to a minimum annual tax commonly cited at 7,500 euros plus 500 euros per dependant. At least 75 percent of your chargeable income must be pension income. Foreign income you do not remit is generally not taxed, and foreign capital gains are not taxed even if remitted. The minimum tax means the programme only makes sense above a certain income level.

What is the catch?

Size. Malta is 316 square kilometres with over half a million people, making it one of the most densely populated countries in the world. Open space, quiet and privacy are scarce, traffic is a daily frustration, property is expensive, and the summers are punishing. Everyone who moves there knows the island well within a year. Whether that is charming or claustrophobic is genuinely personal.

  1. 1 Obtain the record Order certified copies from the issuing authority. Do not use photocopies, scans or hospital souvenir certificates.
  2. 2 Notarise if required Letters and affidavits need a notary acknowledgement before any state can authenticate them. Government-issued vital records do not.
  3. 3 County clerk (some states) A handful of states require the county clerk to certify the notary commission before the Secretary of State will act.
  4. 4 Authenticate State-issued documents go to the Secretary of State of the issuing state. Federal documents go to the U.S. Department of State Office of Authentications.
  5. 5 Apostille or legalise Hague Convention destination: an apostille finishes the chain. Non-Hague destination: the document then goes to that country embassy or consulate for legalisation. For Malta the apostille ends the chain.
  6. 6 Certified translation Translate the document together with its apostille. Translating first means paying twice.
  7. 7 File with the consulate Book the appointment at the consulate with jurisdiction over your state of residence and bring originals plus copies.

The expensive mistake: translating before the document is authenticated. The apostille or legalisation certificate is itself part of what the receiving government reads, so it has to be inside the translation. Do it the other way round and you pay for the same translation twice.
