It runs the Malta Retirement Programme specifically for foreign pensioners, taxing foreign pension income remitted to Malta at a flat 15 percent with a minimum annual charge, and it has a separate residence programme for non-pensioners. The island is small, sunny for most of the year, safe, and its healthcare system is well regarded. The trade-offs are those of a very small place: it is densely populated, property is expensive relative to income, traffic is bad, water and open space are limited, and the summers are intensely hot.
