Colombia
Colombia has become the fastest-growing retirement destination in South America, and the numbers explain why. A retirement visa keyed to three times the Colombian minimum wage puts the threshold near 1,400 dollars a month, well below Mexico or Portugal. The health system is genuinely excellent, ranks among the best in Latin America, and costs a fraction of U.S. prices, with several Medellín and Bogotá hospitals appearing in regional top-ten lists. Medellín sits at 1,500 metres and has a climate so consistent it is called the city of eternal spring, needing neither heating nor air conditioning. The peso has been persistently weak against the dollar, which is painful for Colombians and enormously advantageous for anyone spending dollars. The trade-offs are a real language barrier, security that requires local judgement rather than blanket assumptions, and a currency whose weakness could reverse.
Dominican Republic
The Dominican Republic runs the quickest retirement residency in the Americas. Under Law 171-07 a pensionado with 1,500 dollars a month of pension income is fast-tracked to permanent residency, commonly in a couple of months rather than the year or more that Costa Rica or Uruguay take. The law also grants a package of exemptions: on import duty for household goods and a vehicle, on property transfer tax, on the tax on dividends and interest from Dominican sources, and partial relief on property tax. It is Caribbean, so it is warm year round, it is two and a half hours from Miami, and the north coast around Sosúa and Cabarete has hosted a foreign community for forty years. The trade-offs are hurricane exposure, infrastructure that includes frequent power interruptions outside the resort areas, and healthcare that is good in Santo Domingo and Santiago and limited elsewhere.
