A retirement visa keyed to three times the Colombian minimum wage puts the threshold near 1,400 dollars a month, well below Mexico or Portugal. The health system is genuinely excellent, ranks among the best in Latin America, and costs a fraction of U.S. prices, with several MedellĂn and Bogotá hospitals appearing in regional top-ten lists. MedellĂn sits at 1,500 metres and has a climate so consistent it is called the city of eternal spring, needing neither heating nor air conditioning. The peso has been persistently weak against the dollar, which is painful for Colombians and enormously advantageous for anyone spending dollars. The trade-offs are a real language barrier, security that requires local judgement rather than blanket assumptions, and a currency whose weakness could reverse.
Chile
Chile has the strongest institutions, the best infrastructure and the highest income per head in South America, plus a central valley climate that is close to a mirror of coastal California. It is stable, orderly and safe by regional standards, though urban crime in Santiago has risen noticeably in recent years. The catch for prospective retirees is that Chile rewrote its immigration law in 2021 and 2022, and the practical effect is that you must now apply for a residence visa from outside Chile at a consulate. The old approach of entering as a tourist and converting inside the country was deliberately closed. There is no dedicated retirement category; retirees generally use the temporary residence visa for people with their own means, which is assessed on the sufficiency of income rather than against a published figure.
