Why does the consulate depend on the state and not on where I live?
Consular districts are drawn around the origin of the document and the jurisdiction of the certifying authorities. Missions enforce this strictly because it mirrors which Secretary of State signed the document.
What if I moved states after the document was issued?
The district follows the document, not you. A Michigan marriage certificate stays in Michigan's district however far you have moved.
Can I just use the embassy in Washington?
Only if your state falls in the embassy's own district. Several countries have no consulates at all and the embassy covers everything, but where consulates exist the embassy will usually refuse out-of-district work.
