Every state-issued and notarised document passes through the state where it originated, not where you live. Where this goes wrong: Using the wrong state. The document follows its own origin, so a Texas birth certificate goes to Texas even if you live in Ohio.

Is an apostille accepted in Egypt?
No. Egypt is not a party to the Hague Apostille Convention, so an apostille has no legal effect there and full consular legalisation is required.
Which Egypt consulate should I send my document to?

Does my document need translating into Arabic?
Often, but usually after legalisation rather than before, and usually by a translator recognised by the authorities in Egypt. Translating first can mean paying for it twice.
