Uruguay

Uruguay is the most stable and institutionally reliable country in South America, with the strongest democracy, the lowest corruption, near-universal literacy, legal cannabis and same-sex marriage well before most of the world, and a social contract that feels closer to Western Europe than to its neighbours. For retirees it offers permanent residency granted directly rather than after years of temporary status, a tax regime that gives new residents a multi-year holiday on foreign income, and a small coastal country you can cross in a day. The cost is exactly that: cost. Uruguay is expensive by South American standards, roughly comparable to southern Europe, with high import duties and expensive electricity. It is the destination for retirees who value stability and safety over stretching a dollar.

Chile

Chile has the strongest institutions, the best infrastructure and the highest income per head in South America, plus a central valley climate that is close to a mirror of coastal California. It is stable, orderly and safe by regional standards, though urban crime in Santiago has risen noticeably in recent years. The catch for prospective retirees is that Chile rewrote its immigration law in 2021 and 2022, and the practical effect is that you must now apply for a residence visa from outside Chile at a consulate. The old approach of entering as a tourist and converting inside the country was deliberately closed. There is no dedicated retirement category; retirees generally use the temporary residence visa for people with their own means, which is assessed on the sufficiency of income rather than against a published figure.

The real difference

  • Chile costs roughly 13 percent less per month for a couple living comfortably.
  • Chile is substantially faster to residency: about 8 months against 15.

Uruguay or Chile: common questions

Is Uruguay or Chile cheaper to retire in?

Chile is cheaper. A couple living comfortably needs about $2,700 a month there, against $3,100 in the other, a difference of roughly 13 percent. That is a large enough gap to change what your income supports.

Which has the lower income requirement?

Chile, at $1,500 a month on the Temporary Residence Visa for persons with their own means (rentista), against $1,500 for the other. Remember that a visa threshold is what the government asks you to prove, not what you need to live on, and the two numbers are often very different.

Which is faster to get residency in?

Chile is typically faster: about 15 months for Uruguay and 8 months for Chile. In both cases the decision is rarely the slow part; appointment availability and document lead times are.

Do my documents need an apostille for both?

Yes. Both Uruguay and Chile are parties to the Hague Apostille Convention, so an apostille is the whole chain for each. Your FBI Identity History Summary still goes to the U.S. Department of State rather than a Secretary of State, because it is a federal record.

Which has better healthcare?

They score similarly on our assessment, 8 and 8 out of 10. At that point the deciding factor is not the country but the distance from where you would actually live to a hospital that can handle something serious.
