For an American with a substantial pension that is a decisive financial advantage, and it exists precisely to repopulate the Mezzogiorno. The route in is the elective residence visa, which requires passive income of roughly 31,000 to 32,000 euros a year for a single applicant, a registered lease or property deed before you apply, and an absolute prohibition on work of any kind, including remote work. Italy is also the country where the largest number of Americans have a citizenship claim by descent, although that route was sharply narrowed in 2025. Set against all of this is Italian bureaucracy, which is slower and more variable than anywhere else in Western Europe, and a language barrier that is real outside the major cities.
France
France is the quiet financial winner among European retirement destinations, for a reason most people never discover: the U.S.-France tax treaty is exceptionally favourable to American retirees. U.S.-source pensions, including Social Security, government pensions and in most cases private pensions and IRA distributions, are taxable only in the United States, and France exempts them while giving a credit that effectively removes them from the French tax calculation. Combined with a residence visa whose income threshold is roughly the French minimum wage, one of the best healthcare systems in the world open to residents after three months, and a rail network that makes a car optional, the practical case is very strong. What France asks in return is French. Proficiency is genuinely necessary, administration is conducted exclusively in French, and the culture is less accommodating of monolingual foreigners than Portugal or Spain.
