Costa Rica
Costa Rica invented the modern retirement visa. Its pensionado program asks for a guaranteed lifetime pension of just 1,000 dollars a month, one of the lowest thresholds anywhere in the world, and it has been running long enough that the supporting infrastructure of English-speaking lawyers, doctors, realtors and communities is fully mature. The country has no army, a stable democracy going back to 1949, the best public health system in Central America, and an environmental record that is genuinely exceptional. The counterweight is cost. Costa Rica is the most expensive country in Central America and has been getting more so; the colón has been strong against the dollar, which is excellent for Costa Ricans and painful for retirees whose income is dollar-denominated. Budget more than you would for Panama, Colombia or Mexico, and treat the currency exposure as a real risk rather than a footnote.
Portugal
Portugal has been the most popular European destination for American retirees for a decade, and the reasons hold up: a genuinely low income threshold tied to the national minimum wage, a clear five-year path to permanent residence and citizenship, a public health service that legal residents can join, high English proficiency in the cities, and a cost of living that is still the lowest in Western Europe. What has changed is the queue. The immigration agency AIMA inherited a very large backlog when it replaced SEF, and the realistic timeline from first consular appointment to residence card in hand is now measured in many months rather than weeks. Portugal also ended the original non-habitual resident tax regime for new arrivals and replaced it with a narrower incentive aimed at scientific and technical work, which does not help a retiree. Plan for the paperwork to be slow and for the tax position to be ordinary, and Portugal remains an excellent choice.
