Argentina

Buenos Aires is the most European city in the Americas: belle époque architecture, an extraordinary cafe and theatre culture, world-class beef and wine, and public hospitals that treat everyone including foreigners free of charge. For a dollar-earning retiree it can be astonishingly cheap. The problem is the reason it is cheap. Argentina has cycled through inflation crises, currency controls, multiple exchange rates and debt defaults for decades, and while the macroeconomic picture has changed substantially since 2024, planning a twenty-year retirement around Argentine monetary policy requires either a high tolerance for volatility or a deliberate strategy of holding assets outside the country. Argentina also offers one of the fastest naturalisation routes in the world at two years of residence.

Venezuela

Venezuela appears on many lists of Latin American retirement destinations, largely because those lists were written before 2014. It should not appear on one today, and we would be doing you a disservice by presenting cost-of-living figures as though the decision were a lifestyle question. The U.S. Department of State maintains its highest advisory level for Venezuela, advising U.S. citizens not to travel there, citing wrongful detention, terrorism, kidnapping, arbitrary enforcement of local law, crime, civil unrest and poor health infrastructure. The United States suspended operations at its embassy in Caracas in 2019, so there is no U.S. consular presence in the country and the U.S. government cannot provide emergency services to Americans there. Several million Venezuelans have left the country. Healthcare infrastructure has deteriorated severely, including shortages of medicines and unreliable electricity and water in hospitals. We list Venezuela here so that this page exists and says so clearly, rather than leaving a gap that a more optimistic and less careful source will fill.

Argentina or Venezuela: common questions

Is Argentina or Venezuela cheaper to retire in?

Venezuela is cheaper. A couple living comfortably needs about $1,800 a month there, against $2,100 in the other, a difference of roughly 14 percent. That is a large enough gap to change what your income supports.

Which has the lower income requirement?

Venezuela, at $1,200 a month on the Pensioner Residency (Rentista / Pensionado), against $1,500 for the other. Remember that a visa threshold is what the government asks you to prove, not what you need to live on, and the two numbers are often very different.

Which is faster to get residency in?

Venezuela is typically faster: about 9 months for Argentina and 0 months for Venezuela. In both cases the decision is rarely the slow part; appointment availability and document lead times are.

Do my documents need an apostille for both?

Yes. Both Argentina and Venezuela are parties to the Hague Apostille Convention, so an apostille is the whole chain for each. Your FBI Identity History Summary still goes to the U.S. Department of State rather than a Secretary of State, because it is a federal record.

Which has better healthcare?

Argentina scores higher, 7 against 1 out of 10. If you expect to need care, weight this above almost everything else on this page.
