Taxes in Colombia

When Colombia starts taxing you, how it treats a U.S. pension, and what the United States still expects from you regardless.

When you become tax resident

More than 183 days in Colombia across any 365-day period, which may straddle two calendar years.

How your foreign pension is treated

Colombian tax residents are taxed on worldwide income, which includes foreign pensions. This is a material difference from Panama, Costa Rica and Uruguay. There are allowances and a portion of pension income receives favourable treatment, but the default position is that Colombia taxes it.

The U.S. tax treaty position

There is no comprehensive U.S.-Colombia income tax treaty in force. The U.S. Foreign Tax Credit remains available for Colombian tax paid, but the absence of a treaty means there is no tie-breaker rule and no reduced withholding provisions.

Wealth tax

Colombia levies a wealth tax on residents whose net worth exceeds a threshold set in tax units, applying to worldwide assets. For a retiree with a substantial U.S. portfolio this is a genuine planning issue and it is frequently overlooked.

Other taxes and reporting

Colombia requires residents to report foreign assets above a threshold. Exchange control rules require foreign currency inflows for property purchases and investments to be declared to the central bank.

Remember the U.S. side

The United States taxes its citizens on worldwide income wherever they live. Moving does not end your filing obligation, and FBAR reporting is triggered by an aggregate of 10,000 dollars across foreign accounts at any moment in the year.
