Your options, in order
1. A U.S. embassy or consulate
A consular officer notarises the signature. The act is federal, and inside the United States it is treated like any domestic notarisation.

2. A local notary in Belgium

A civil-law notary here is a qualified public official, not the light-touch witness a U.S. notary is. Their act is normally accepted in the United States once it carries an apostille, but U.S. recipients occasionally baulk at the unfamiliar format, so ask the receiving party first.
3. A U.S. remote online notary
A commissioned U.S. notary witnesses the signing by video while you are abroad. The result is a U.S. state notarisation.

You need a government photo ID the platform can verify and a stable connection. A few countries object to notarial acts being performed within their territory by remote means, so check before relying on it for anything contentious.
