New York Transcript and Diploma Apostille — Four-Step Chain

A sealed transcript from a New York university cannot be apostilled as it arrives. The state needs a school official to certify in writing that the document is an official record or a true copy, and that official’s signature has to be notarized — which then pulls the document into New York’s County Clerk step.

What New York requires

The document must be certified by an official at the educational institution stating that it is an official record or a true copy of the original, and that official’s signature on the certification must be notarized by a notary public. The notarization then requires certification by the County Clerk of the county where that notary is certified, and the Department of State issues the apostille on top of that.

So the chain is four links: school official signs, notary notarizes, County Clerk certifies, Department of State apostilles. Each link has to be right, and the most common break is at the first one — a registrar who signs a transcript without the certifying language, leaving the notary with nothing to notarize.

Give the registrar the exact wording before they sign. Most university registrars will produce it happily if they know what is needed, and will produce something unusable if left to guess. We supply the language as part of the order.

Diplomas

Same chain. Institutions rarely release the original diploma, so the standard route is a notarized certification signed by the records custodian attaching a copy. Confirm with the receiving ministry, university or employer abroad whether they want the diploma, the transcript, or both — many want both, and filing them together avoids a second round of shipping and a second County Clerk trip.

Fees and counters

$10 per document at the Department of State, plus County Clerk fees and whatever the institution charges. Same-day walk-in service is available at the New York City, Albany, Binghamton, Buffalo and Utica counters and is capped at ten documents per customer — relevant if you are filing a transcript, a diploma and supporting records together.

Where New York academic records go

Teaching posts abroad, graduate admission, professional licensing and work visas. China is a particularly heavy destination for New York transcripts, along with Israel, Italy and Poland. Regulated professions — nursing, engineering, architecture, medicine — generally require the apostilled transcript plus a certified translation in a prescribed format.

A transcript from a New York institution is a New York document. One from an out-of-state school goes to that state’s authority even if you now live in New York; we file in all fifty states, so send it either way.

  3. We obtain the County Clerk certification from the notary’s county, then file at the Department of State counter in person.

Can I apostille a sealed transcript?

Not as it arrives. New York needs a school official’s written certification that the document is an official record or true copy, with that official’s signature notarized. The sealed envelope alone gives the apostille nothing to authenticate.
