Why legalisation applies here
Syria is not a Contracting Party to the Hague Apostille Convention. Direct U.S. consular services from the Syrian Embassy have been suspended, which means the standard embassy legalization route is unavailable. In practice, U.S. documents intended for use in Syria are authenticated through the U.S. Arab Chamber of Commerce (USACC) in Washington, D.C., which provides certification accepted by Syrian authorities and downstream Syrian Ministry of Foreign Affairs attestation.

Every state-issued and notarised document passes through the state where it originated, not where you live. Where this goes wrong: Using the wrong state. The document follows its own origin, so a Texas birth certificate goes to Texas even if you live in Ohio.

U.S. Department of State authentication The federal layer that foreign missions actually recognise. Submitted on form DS-4194 to the Office of Authentications, 44132 Mercure Circle, PO Box 1206, Sterling, VA 20166-1206. Federal documents such as an FBI check start here and skip the state step. Where this goes wrong: Sending a document that has not been state-authenticated first. It comes back untouched, weeks later.

Is an apostille accepted in Syria?
No. Syria is not a party to the Hague Apostille Convention, so an apostille has no legal effect there and full consular legalisation is required.
Which Syria consulate should I send my document to?
