When you become tax resident
You become Mexican tax resident if Mexico is your main home, or where your centre of vital interests sits, which is generally read as more than half your income arising in Mexico or your main professional activities being there. Simply holding a residence card does not by itself make you tax resident.
How your foreign pension is treated
Mexico taxes residents on worldwide income, but in practice most American retirees living on U.S.-source pensions and Social Security are not treated as Mexican tax resident because their centre of vital interests remains in the United States. This is a fact-specific determination and it changes if you buy property, earn locally or spend nearly all your time in Mexico.
The U.S. tax treaty position
A U.S.-Mexico income tax treaty is in force and addresses pensions and Social Security. Mexico and the United States also have a broad information exchange relationship.
Social security agreement
A U.S.-Mexico totalization agreement was signed in 2004 but has never entered into force. Do not plan around it.

Other taxes and reporting
Property tax (predial) is famously low, often a few hundred dollars a year even on substantial homes. Capital gains on the sale of a Mexican primary residence can be exempt subject to conditions and holding periods. Rental income from a Mexican property is taxable in Mexico regardless of your residence status and requires an RFC.
Remember the U.S. side
The United States taxes its citizens on worldwide income wherever they live. Moving does not end your filing obligation, and FBAR reporting is triggered by an aggregate of 10,000 dollars across foreign accounts at any moment in the year.
