Spain

Spain is the destination most American retirees fall in love with and the one most are surprised to find they do not qualify for. The lifestyle case is overwhelming: world-class public healthcare, an outdoor social culture that keeps people connected into their eighties, superb food, excellent trains, low crime and a climate that ranges from Atlantic green to near-desert. The obstacle is the non-lucrative visa income requirement, which is set at 400 percent of the IPREM benchmark and works out at 2,400 euros a month for a single applicant in 2026, plus 600 euros for each additional family member. That is roughly two and a half times what Portugal asks. Spain also closed its investor residence route in April 2025, so property purchase is no longer a shortcut. The non-lucrative visa additionally forbids all work, including remote work for a U.S. employer, which catches a lot of semi-retired applicants.

France

France is the quiet financial winner among European retirement destinations, for a reason most people never discover: the U.S.-France tax treaty is exceptionally favourable to American retirees. U.S.-source pensions, including Social Security, government pensions and in most cases private pensions and IRA distributions, are taxable only in the United States, and France exempts them while giving a credit that effectively removes them from the French tax calculation. Combined with a residence visa whose income threshold is roughly the French minimum wage, one of the best healthcare systems in the world open to residents after three months, and a rail network that makes a car optional, the practical case is very strong. What France asks in return is French. Proficiency is genuinely necessary, administration is conducted exclusively in French, and the culture is less accommodating of monolingual foreigners than Portugal or Spain.

The real difference

  • France has the lower income bar: $1,635 a month against $2,616.

Spain or France: common questions

Is Spain or France cheaper to retire in?

Spain is cheaper. A couple living comfortably needs about $3,100 a month there, against $3,500 in the other, a difference of roughly 11 percent. That gap is small enough that your choice of city inside either country will matter more than the country itself.

Which has the lower income requirement?

France, at $1,635 a month on the Long-Stay Visitor Visa (VLS-TS visiteur), against $2,616 for the other. Remember that a visa threshold is what the government asks you to prove, not what you need to live on, and the two numbers are often very different.

Which is faster to get residency in?

France is typically faster: about 7 months for Spain and 5 months for France. In both cases the decision is rarely the slow part; appointment availability and document lead times are.

Do my documents need an apostille for both?

Yes. Both Spain and France are parties to the Hague Apostille Convention, so an apostille is the whole chain for each. Your FBI Identity History Summary still goes to the U.S. Department of State rather than a Secretary of State, because it is a federal record.

Which has better healthcare?

France scores higher, 10 against 9 out of 10. If you expect to need care, weight this above almost everything else on this page.
