More Americans retire in Mexico than in any other country, by a very wide margin. The reasons are structural rather than fashionable: proximity, direct flights to almost every U.S. city, a familiar time zone, established communities that have existed for sixty years, private healthcare at roughly a fifth of U.S. prices, and a residence system that grants permanent status after four years. The complication is that Mexico raised its financial thresholds substantially. Temporary residency is keyed to the UMA benchmark and works out to roughly 4,400 dollars a month of demonstrated income or about 74,000 dollars in average savings, and each consulate converts the peso figure at its own rate, so the dollar number you are quoted in Houston differs from the one quoted in San Diego. That is a higher income bar than Portugal, Costa Rica or Panama, which surprises people who think of Mexico as the budget option. Living costs, once you are there, remain genuinely low.

Costa Rica invented the modern retirement visa. Its pensionado program asks for a guaranteed lifetime pension of just 1,000 dollars a month, one of the lowest thresholds anywhere in the world, and it has been running long enough that the supporting infrastructure of English-speaking lawyers, doctors, realtors and communities is fully mature. The country has no army, a stable democracy going back to 1949, the best public health system in Central America, and an environmental record that is genuinely exceptional. The counterweight is cost. Costa Rica is the most expensive country in Central America and has been getting more so; the colón has been strong against the dollar, which is excellent for Costa Ricans and painful for retirees whose income is dollar-denominated. Budget more than you would for Panama, Colombia or Mexico, and treat the currency exposure as a real risk rather than a footnote.
