Why does the county clerk have to be involved?

Because the state authenticates the clerk's signature, not the notary's. The clerk in the county where the notary holds their commission certifies that it is valid, and only then will the NY Department of State issue an apostille on top. Skipping it is the most common reason a New York filing bounces.

How long should we allow?

Federal apostilles take roughly 10 business days through our Washington office. New York State timelines depend on whether a clerk or vital-records step comes first, so they are quoted once we have seen the document. If you are working to a closing date, tell us the date rather than the deadline you would prefer.

What about countries that don't accept apostilles?

Those need consular legalization instead — state or federal authentication, then the U.S. Department of State, then that country's embassy or consulate. We run those chains as well. Name the destination and we will map the sequence and a realistic timeline before anything is filed.
