What This Document Is
Form SSA-473, Certification of Extract From Records, is the cover certification the Social Security Administration attaches to a certified earnings record. It is issued from SSA headquarters in Baltimore, Maryland and signed by the Director, Division of Earnings and Business Services, Office of Central Operations, under the authority of 42 U.S.C. 3505 and 42 U.S.C. 405.
On its face, the certification states three things:
- Legal custody — that the signing official has legal custody of the records maintained by the Social Security Administration
- True extract — that the annexed document is a true extract from those records
- Genuine signatures — that all SSA officials' signatures on the annexed documents are genuine and made in their official capacity
The certification also carries a standard caveat that earnings for periods after a stated year may not yet appear, because of the time required to receive and process employer reports.
Physically, the certification page is bound with red ribbons and the embossed gold seal of the Social Security Administration, passed through the pages and sealed. That binding is not decorative — it is what ties the certification to the annexed extract and makes post-issuance alteration detectable. The annexed document is normally a Certified Yearly Totals of Earnings or a Certified Itemized Statement of Earnings.
What It Is Used For Internationally
A certified earnings record is the only document that proves a person's U.S. covered wages and quarters of coverage in a form a foreign institution can rely on. Common uses:
- Totalization agreement claims — combining U.S. and foreign coverage periods to qualify for a benefit in either country.
- Foreign pension and national insurance claims — where U.S. periods must be credited, offset, or excluded from a foreign calculation.
- Retirement and residency visas — proving U.S. work history and income capacity to a foreign immigration authority.
- Foreign courts and family proceedings — divorce, alimony and child-support matters requiring documented earnings history.
- Estate and inheritance matters — establishing a decedent's earnings and contribution history.
Foreign authorities require federal authentication because they cannot verify an SSA official's signature or the agency seal themselves. The apostille supplies that verification.
How to Obtain It
The certified earnings record — and the SSA-473 certification bound to it — is requested with Form SSA-7050-F4, Request for Social Security Earnings Information:
- Choose a certified product. The form offers certified yearly totals of earnings and a certified itemized statement of earnings, each at its own fee, plus a non-certified itemized option. Confirm the current fee on the live form before mailing — SSA rejects requests with inexact payment.
- Mail the completed form and payment to the Social Security Administration address printed on the current edition of the form, with the check made payable to the Social Security Administration.
- Allow roughly 120 days. SSA asks requesters to allow four months for processing, so plan the whole chain backwards from your foreign filing deadline.
Documents Commonly Confused With It
- Benefit Verification Letter — proves that you receive, applied for, or do not receive benefits, and in what amount. It proves current benefit status, not work history. See our SSA Benefit Verification Letter page.
- U.S. Certificate of Coverage — issued under a totalization agreement to show that a worker remains covered by the U.S. system and is exempt from the foreign country's social security taxes. It is not a wage record.
- Numident or SS-5 record — the Social Security number application record, used for identity, genealogy and estate work rather than earnings.
Why Federal Authentication Is Required
The Social Security Administration is a federal agency, and its certification carries a federal agency seal and a federal official's signature. That places it outside a state Secretary of State's authority entirely.
| Issuing Authority | Examples | Where Authenticated |
|---|---|---|
| State or local government | State birth certificates, marriage licenses, notarized affidavits | Secretary of State of the issuing state |
| Federal government | SSA certified earnings records, SSA benefit verification letters, IRS certifications, FBI background checks, federal court documents | U.S. Department of State, Office of Authentications — Washington, D.C. |
Because the SSA is a federal agency, its certified earnings record cannot be apostilled at the state level. Federal authentication by the U.S. Department of State confirms that the SSA official's signature and the agency seal are genuine.

Document Preparation Requirements
Acceptable Format
- The original SSA-473 certification page with its original signature and embossed agency seal
- The annexed earnings extract still attached, with the ribbons and seal intact
- A legible official name, title and date of certification
Strict Preparation Rules
- Do not separate the pages. Cutting the ribbons or removing the staple detaches the certification from the extract it certifies, and the extract becomes an uncertified loose photocopy. This cannot be repaired — it requires a fresh SSA request and another four-month wait.
- Do not notarize a federal document — notarizing it can invalidate the federal record for authentication purposes.
- Do not laminate — lamination obstructs the embossed seal and blocks apostille attachment.
- Do not redact the Social Security number or any other field. Redaction alters a certified document and contradicts the certification that it is a true extract.
- Do not write on, highlight, or annotate any part of the document.

Common Reasons These Documents Are Rejected
1. A my Social Security Printout Was Submitted
A self-printed earnings summary has no seal and no certifying signature. Fix: request a certified product on Form SSA-7050-F4.
2. The Certification Page Is Missing
Without the SSA-473 page there is no federal official's signature for the Department of State to verify. Fix: submit the complete issuance as SSA sent it.
3. Ribbons or Staple Removed
Separating the certification from the annexed extract destroys the tamper-evident link between them. Fix: never disassemble the packet — order a replacement if it has already been separated.
4. Notarized Federal Document
A notary attesting to a federal official's signature breaks the chain of certification. Fix: submit the SSA document unaltered.
5. State-Level Apostille Attempt
A state Secretary of State will return an SSA document unprocessed. Fix: route it to the U.S. Department of State.
Hague Convention vs. Non-Hague Countries
| Destination Type | What You Receive | Additional Steps | Examples |
|---|---|---|---|
| Hague Convention country | Apostille issued by the U.S. Department of State | None — ready for use abroad | Mexico, Spain, Italy, Portugal, France, Germany, Brazil, Japan, South Korea, India, Australia |
| Non-Hague country | Authentication Certificate from the U.S. Department of State | Embassy or consulate legalization required after authentication | Saudi Arabia, Qatar, Kuwait, UAE, Egypt, Vietnam, Cambodia, Iraq |
Convention membership changes periodically, and we verify status for each order before submission. See our Country Guide for the current list.
Processing Times & Validity
- SSA issuance: allow roughly 120 days from the date SSA receives your Form SSA-7050-F4 and payment.
- U.S. Department of State authentication: currently 10–12 business days for routine service, with expedited handling available.
- Embassy legalization: varies by country — typically 3 business days to 4 weeks.
- Validity: an apostille carries no expiration date. Foreign pension institutions frequently impose their own three- or six-month freshness rule, usually measured from the SSA certification date rather than the apostille date.
Because the SSA leg alone runs about four months, a foreign three-month window can expire before the record is even issued. Confirm the receiving institution's rule and which date it runs from before you file. Use our Processing Time Estimator for a country-specific projection.

Frequently Asked Questions
What is Form SSA-473?
It is the Social Security Administration's Certification of Extract From Records — the sealed cover page, signed by the Director of the Division of Earnings and Business Services, certifying that the annexed earnings extract is a true extract from SSA's records.
Can it be apostilled?
Yes. SSA is a federal agency, so its certified records are authenticated by the U.S. Department of State, not by a state Secretary of State.
Can I use the free earnings statement from my online account?
No. The my Social Security statement is convenient but not certified — it has no agency seal, no certifying signature and no SSA-473 page. Only a certified product ordered on Form SSA-7050-F4 can be authenticated.
What happens if the red ribbons or the staple come off?
The certification no longer certifies anything attached to it, and the extract becomes an uncertified photocopy. There is no repair — a new certified record must be requested, at another fee and another four-month wait. Never disassemble the packet.
How long does the whole process take?
Roughly four months for SSA to issue the certified record, then 10–12 business days for Department of State authentication, plus embassy legalization time for non-Hague destinations. Start early.
Do I need a certified translation?
Often, for foreign pension and court filings. We provide certified translations alongside the authentication. The translation is notarized — never the SSA original.
Summary
Form SSA-473 is the sealed certification that turns a Social Security earnings extract into a document a foreign institution can rely on. Because the SSA is a federal agency, only the U.S. Department of State can authenticate it for use in another country — and the ribbons and seal that bind the certification to the extract must remain intact for that authentication to be possible.
Federal Apostille and Notary Processing handles every step after SSA issues the record, including embassy legalization for non-Hague destinations and certified translation, so a document that took four months to obtain is not lost to a preventable formatting error.
