Why does a notarized document need the county clerk first?

Because the state authenticates the county clerk's signature, not the notary's. The clerk in the county where the notary is commissioned certifies that the commission is valid, and only then will the NY Department of State issue an apostille. Skipping it is the most frequent reason a New York filing is returned.

How long does the whole thing take?
