How to complete the Royal Thai Consulate-General Los Angeles legalization application, in English
The Consulate’s online legalization request is written mostly in Thai. This guide walks through every screen, every field and every document-type option so you can fill it out correctly the first time.

The online form is a pre-screening request, not the final filing. You upload copies, a consular officer reviews them, and only after you receive a confirmation email do you mail (or hand-deliver) the originals, the fee and a return envelope. Get the online step right and the rest moves quickly.
Before you open the form
Have these ready as clear PDF or JPG scans. The form cannot be saved midway on most browsers, so gathering everything first avoids starting over.
- Your Thai national ID card, or your valid Thai passport (photo page).
- Your U.S. driver’s license or state ID (needed for several request types).
- A copy of your witness’s Thai ID or passport, if your request involves a power of attorney or consent letter.
- The document you want certified, plus any supporting paperwork (title deed, condo title, translation, university letter, etc.).
- The full name, Thai ID number and Thai address of anyone you are appointing (your grantee or attorney-in-fact).
- Your parents’ full names — the form asks for them even for simple requests.
Screen 1: Service guide คำแนะนำการให้บริการ
This screen is read-only. It summarizes the requirements and lists every service the Legalization Section offers. In English, it says:
- Review the service information on the Consulate’s website and on this page before registering.
- Documents to upload and later send: a Thai national ID card or a valid original Thai passport, plus copies of the documents related to what you want certified.
- Fee: US $15 per stamp.
- Payment: money order or cashier’s check payable to Royal Thai Consulate-General, Los Angeles. Cash, personal checks and credit cards are not accepted.
- Services offered, grouped as powers of attorney (5.1), consent letters (5.2) and other legalization services (5.3). These match the dropdown on screen 3, explained below.

Every field marked Required must be completed before the Next button will advance. Enter names exactly as they appear on your Thai ID or passport.

Screen 3: Type of request ประเภทการรับรองเอกสาร
The first field, ขอยื่นคำร้องต่อ สถานกงสุลใหญ่ฯ เพื่อขอ (Requested for…), is a required dropdown. Your choice changes every field below it. The second field, ประสงค์จะนำไปใช้ในเรื่อง (For the purpose of…), is an optional text box: briefly say how the document will be used in Thailand, for example “sale of land in Chiang Mai” or “bank account closure at Kasikorn Bank.”
Open the option you need:
1.1General power of attorneyหนังสือมอบอำนาจทั่วไป
Appoints someone in Thailand to act for you in a general matter.
Grantee information (ข้อมูลผู้รับมอบอำนาจ) — the person you are appointing
- Title, name, surname, Thai ID number, address in Thailand and phone number — all required.
- เป็นผู้มีอำนาจจัดการเรื่อง (with full authority for the purpose of) — required. Describe the specific matter precisely; Thai agencies reject vague authority.
The fixed text that follows is the standard clause authorizing the grantee to give statements to officials on your behalf until the matter is complete.

Signature
ลงชื่อผู้มอบอำนาจ (grantor’s signature) — required. Draw it with a mouse or finger, or switch to type mode.
1.2Power of attorney and consent for a minor’s Thai passportหนังสือมอบอำนาจและยินยอมให้ผู้เยาว์ทำหนังสือเดินทาง
Parental consent for a child to obtain a Thai passport, and, if needed, authority for another adult to take the child to apply. No consular fee for this request.
Parents
- Father’s title, name and surname; mother’s title, name and surname.
Minors to receive consent (รายชื่อผู้เยาว์ที่ต้องการให้ความยินยอม)
- Space for up to three children. The first child’s title, name and surname are required.
- ความสัมพันธ์ (relationship) — required: choose บิดา (father) or มารดา (mother), whichever you are.
Person authorized to take the child
Used when the child is under 15 and neither parent will appear in person. Required fields: title, name, surname, Thai ID number, ID issue and expiry dates, age, ethnicity, nationality, address and phone.
Witness
Title, name and surname — required.

1.3Power of attorney for land (Form Tor.Dor. 21)หนังสือมอบอำนาจเรื่องที่ดิน (ท.ด.21)
For land held under a full title deed (chanote) — selling, buying, mortgaging or transferring.
Land information (ข้อมูลที่ดิน) — copy directly from the front of your title deed

- โฉนดที่ดินเลขที่ title deed number
- ตำบล sub-district (tambon) · อำเภอ district (amphoe) · จังหวัด province

Grantee (ยินยอมมอบอำนาจให้)
Required: title, name, surname, Thai ID number, age, ethnicity, nationality. Optional: parents’ names, Thai address, phone, and เป็นผู้มีอำนาจจัดการในเรื่อง (the matter they are authorized to handle).

1.4Power of attorney for land without a title deed (Form Tor.Or. 4)หนังสือมอบอำนาจเรื่องที่ดินไม่มีโฉนด (ท.อ.4)
For land held under a lesser certificate such as Nor.Sor. 3 Kor rather than a full chanote.
- เรื่อง subject of the transaction.
- Grantee: title, name, surname, Thai ID number and age required; ethnicity, nationality, parents’ names, Thai address, phone and the authorized matter are optional.

Unit identification (เครื่องหมายห้องชุด) — copy from your condo title

- Land location: title deed number, sub-district, district and province

1.6Power of attorney for financial and banking mattersหนังสือมอบอำนาจทางการเงิน-ธนาคาร
Same fields as option 1.1: grantee’s title, name, surname, Thai ID, Thai address, phone and the specific authority granted — all required. Name the bank and the action (e.g. “close savings account at Bangkok Bank, Silom branch”); banks commonly refuse open-ended wording.

2.1Spousal consent for a legal transactionหนังสือให้ความยินยอมคู่สมรสทำนิติกรรมทั่วไป
Thai law often requires a spouse’s consent to sell or mortgage marital property.
- Spouse’s title, name and surname — required.
- ยินยอมให้คู่สมรสของข้าพเจ้าทำนิติกรรมเรื่อง — the transaction you consent to — required.

3.1Certification of a Thai government documentรับรองเอกสารราชการไทย
- ข้าพเจ้าประสงค์นำเอกสารนี้ไปใช้ประกอบการดำเนินการในเรื่อง (for the purpose of) — required.
A fixed declaration follows in which you certify that you are alive and appeared and signed in person.

3.2Authentication of a U.S. documentรับรองเอกสารที่ออกโดยหน่วยงานสหรัฐฯ
For U.S.-issued records — birth, marriage or divorce certificates, court orders, diplomas, FBI reports, corporate documents — that will be used in Thailand.

3.3Certification of a translationรับรองคำแปลเอกสาร

For Thai male students in the U.S. who need to defer the military draft.

Screen 4: How you submit การยื่นเอกสาร
Under การยื่นคำร้อง (submission method), choose one:
In person
ยื่นคำร้องด้วยตนเองที่สถานกงสุลใหญ่ ณ นครลอสแอนเจลิส
Pick a date (วันยื่นเอกสาร) and a time slot (เวลายื่นเอกสาร): 9:30, 10:30 or 11:30 a.m. After your confirmation email arrives:
- Bring the application the Consulate emails you, signed.
- Bring your original Thai ID or passport.
- Bring a copy of your witness’s ID or passport.
- Bring supporting documents (title deed, condo title, translation, etc.).
- Bring a $15-per-stamp money order or cashier’s check.
- Bring a stamped, self-addressed return envelope — documents are mailed back, not handed back.
Counter hours: Monday–Friday, 9:00–11:30 a.m. and 1:30–3:00 p.m., closed on official holidays.
By mail
ยื่นคำร้องทางไปรษณีย์
After your confirmation email arrives, assemble in this order:
- The signed application the Consulate emails you.
- The Notary Public Form, signed in front of a U.S. notary — one per set of documents.
- Your original Thai ID or passport.
- A copy of your witness’s ID or passport.
- Supporting documents.
- Money order or cashier’s check, $15 per stamp.
- A stamped envelope clearly addressed to yourself.

Either way, processing takes 5–7 business days from receipt. Return time depends on the postage you choose, and the Consulate is not responsible for items lost in the mail — use a trackable service such as USPS Priority Mail with tracking, or a prepaid FedEx/UPS label.
Screen 5: Sign and submit ลงนาม
The confirmation screen (ยืนยันการรับบริการ) says, in English:
- You confirm that everything in the form is true, complete and correct.
- If your documents are complete, you’ll receive a confirmation email telling you to send the originals.
- If something is missing, you’ll receive an email asking for corrections.
- Consular officers may ask for additional documents or decline a request that is incomplete.
Sign in the ลายมือชื่อผู้แจ้ง (requestant’s signature) box — draw or type. The optional box รายละเอียดเพิ่มเติมที่ประสงค์แจ้งเจ้าหน้าที่ is for notes to the officer; if you are resubmitting after a correction email, list what you changed and date it. Then click Submit.
Mistakes that trigger a correction email
- Entering the Thai Buddhist year (e.g. 2526) instead of the A.D. year in date fields.
- Names that don’t match the Thai ID or passport spelling.
- A U.S. document submitted under option 3.2 without prior state or U.S. Department of State authentication.
- Vague authority in a power of attorney (“handle all my affairs”).
- Mailing one Notary Public Form for several document sets.
- Paying with a personal check, or making the money order out to the wrong payee.
- No return envelope, or an envelope without enough postage.

Frequently asked questions
How much does the Thai Consulate in Los Angeles charge for legalization?
US $15 per stamp, paid by money order or cashier’s check payable to Royal Thai Consulate-General, Los Angeles. Consent for a minor’s Thai passport has no fee.
How long does legalization take?
5–7 business days after the Consulate receives your physical documents, plus return shipping time. The online review before that usually adds a few days.
Do I mail my documents right after submitting the online form?
No. Wait for the confirmation email. The online form is a pre-check; the Consulate tells you by email when to send originals or asks for corrections.
Do I need a notary if I mail my application?
Yes. Mail-in applicants must sign the Consulate’s Notary Public Form in front of a U.S. notary public, one form per set of documents.
Can I get a U.S. birth certificate legalized for Thailand with this form?
Yes, under option 3.2, but only after it has been authenticated by the Secretary of State in the state that issued it. Documents from federal agencies need U.S. Department of State authentication first.
Is the form available in English?
Only partly. Many labels have English in parentheses, but instructions, dropdown choices and upload labels are in Thai. This guide translates all of them.
