Academic documents from U.S. schools, colleges, and universities are not federal documents. This is a crucial distinction because it determines how the authentication process works.
Academic Records Are State-Level Documents
Because U.S. academic institutions are chartered and regulated at the state level (even private universities), their documents are authenticated through the state β not the federal government. The process requires notarization first, then a state-level apostille from the Secretary of State in the state where the notarization takes place.

The first step in authenticating any academic record for international use is notarization. A licensed notary public creates a notarial act that formally certifies the academic document.
What the Notary Does
The notary examines the original academic document and creates a notarial certificate:
- Certified True Copy: Notary compares original to photocopy, certifies it is a true and unaltered reproduction
- Jurat: Document holder signs an oath before the notary swearing the document is genuine
- Acknowledgment: Notary verifies the signer's identity and willingness
